Mudanças para todos os clientes
*Cancelamento de linha
As empresas terão 24 horas para cancelar o serviço após pedido do usuário.

*Ligações de emergência
A ligação para serviços de emergência como Polícia e Bombeiros, será gratuita.

*Cobrança indevida
Valores cobrados indevidamente e pagos serão devolvidos em dobro com juros e correção monetária.

*Carência
Não existe mais prazo para troca de plano na mesma prestadora. Pode existir prazo de permanência, no máximo 12 meses, no caso em que a operadora ofereça benefícios ao usuário como, por exemplo, na oferta de aparelhos com desconto.

*Suspensão temporária
O cliente poderá pedir a suspensão, sem ônus, da prestação do serviço, uma única vez a cada 12 meses, pelo prazo máximo de 120 dias.

Pós pagos
* Inadimplência
Foram estabelecidos novos prazos: 15 dias após o vencimento, o usuário fica impedido de realizar chamadas, exceto para os Serviços de Emergência ou ligações a cobrar. Após 45 dias, o usuário também deixa de receber chamadas ( não havendo mais cobrança de assinatura). Depois de 90 dias a prestadora pode rescindir o contrato.

*Proteção ao crédito
Somente 15 dias após notificar o assinante sobre a rescisão do contrato a empresa poderá encaminhar o nome do devedor ao serviço de proteção ao crédito.

*Chamadas antigas
A prestadora só poderá cobrar chamadas realizadas há mais de 60 dias após negociação com o usuário. o prazo anterior era 90 dias.

*Comparação de planos
Os usuários poderão solicitar a cada 6 meses uma simulação dos valores gastos nos últimos 3 meses em seu plano de serviço e o que seria gasto se ele utilizasse outro plano. O objetivo é facilitar a mudança de plano no futuro.

Pré pagos
*Créditos novos
As operadoras serão obrigadas a oferecer créditos pré-pagos com validade de até 180 dias. Hoje elas oferecem, no máximo, 90 dias.

*Créditos antigos
As empresas também terão de revalidar os créditos expirados a partir da inserção de novos créditos.

*Sem crédito
O cliente que estiver sem créditos poderá continuar recebendo chamadas ou realizar ligações a cobrar por um prazo de 30 dias. Depois desse prazo, todos os serviços serão bloqueados, com exceção das ligações gratuitas de emergência. Depois de mais 30 dias, ele poderá perder o número do telefone (rescisão do contrato).

O que ainda não vai mudar
*Atendimento
Haverá um número mínimo de postos de atendimento pessoal, determinado pelo número de habitantes, que será implantado entre 2010 e 2012.

*Portabilidade
As operadoras estão mudando seus sistemas para implantar entre 29 de agosto e 1º de março de 2009 a portabilidade, permitindo ao cliente trocar de plano e operadora sem perder o número do telefone fixo ou celular.

Além disso, o cliente vai poder desbloquear seu celular de graça nas lojas da operadora em que o comprou, tornando possível (teoricamente) usar o chip de qualquer empresa de telefonia móvel nele.

Entretanto, as operadoras poderão continuar impondo restrições para o desbloqueio aos celulares que recebem algum tipo de subsídio na hora da compra, como é o caso de aparelhos vendidos a partir de R$ 10.

Somente aqueles que forem comprados a preço de mercado terão que sair desbloqueados da loja.

A Anatel restringiu a até 12 meses qualquer limitação de mudança prevista no contrato de prestação de serviço que o consumidor assina na hora da compra de um aparelho. Isso vale para o desbloqueio de celulares e também para a alteração do plano contratado.

Isso significa que, depois de um ano de vigência do último contrato, a operadora não pode cobrar multa se você quiser desbloquear um aparelho subsidiado ou pedir a mudança ou cancelamento de plano.

VATICAN CITY (Reuters) - The Knights Templar, the medieval Christian military order accused of heresy and sexual misconduct, will soon be partly rehabilitated when the Vatican publishes trial documents it had closely guarded for 700 years.

A reproduction of the minutes of trials against the Templars, "'Processus Contra Templarios -- Papal Inquiry into the Trial of the Templars'" is a massive work and much more than a book -- with a 5,900 euros (4,125 pounds) price tag.

"This is a milestone because it is the first time that these documents are being released by the Vatican, which gives a stamp of authority to the entire project," said Professor Barbara Frale, a medievalist at the Vatican's Secret Archives.

"Nothing before this offered scholars original documents of the trials of the Templars," she told Reuters in a telephone interview ahead of the official presentation of the work on October 25.

The epic comes in a soft leather case that includes a large-format book including scholarly commentary, reproductions of original parchments in Latin, and -- to tantalise Templar buffs -- replicas of the wax seals used by 14th-century inquisitors.

Reuters was given an advance preview of the work, of which only 799 numbered copies have been made.

One parchment measuring about half a metre wide by some two metres long is so detailed that it includes reproductions of stains and imperfections seen on the originals.

Pope Benedict will be given the first set of the work, published by the Vatican Secret Archives in collaboration with Italy's Scrinium cultural foundation, which acted as curator and will have exclusive world distribution rights.

The Templars, whose full name was "Poor Fellow-Soldiers of Christ and of the Temple of Solomon", were founded in 1119 by knights sworn to protecting Christian pilgrims visiting the Holy Land after the Crusaders captured Jerusalem in 1099.

They amassed enormous wealth and helped finance wars of some European monarchs. Legends of their hidden treasures, secret rituals and power have figured over the years in films and bestsellers such as "The Da Vinci Code".

The Knights have also been portrayed as guardians of the legendary Holy Grail, the cup used by Christ at the Last Supper before his crucifixion.

The Vatican expects most copies of the work to be bought up by specialised libraries at top universities and by leading medieval scholars.

BURNED AT THE STAKE

The Templars went into decline after Muslims re-conquered the Holy Land at the end of the 13th century and were accused of heresy by King Philip IV of France, their foremost persecutor. Their alleged offences included denying Christ and secretly worshipping idols.

The most titillating part of the documents is the so-called Chinon Parchment, which contains phrases in which Pope Clement V absolves the Templars of charges of heresy, which had been the backbone of King Philip's attempts to eliminate them.

Templars were burned at the stake for heresy by King Philip's agents after they made confessions that most historians believe were given under duress.

The parchment, also known as the Chinon Chart, was "misplaced" in the Vatican archives until 2001, when Frale stumbled across it.

"The parchment was catalogued incorrectly at some point in history. At first I couldn't believe my eyes. I was incredulous," she said.

"This was the document that a lot of historians were looking for," the 37-year-old scholar said.

Philip was heavily indebted to the Templars, who had helped him finance his wars, and getting rid of them was a convenient way of cancelling his debts, some historians say.

Frale said Pope Clement was convinced that while the Templars had committed some grave sins, they were not heretics.

SPITTING ON THE CROSS

Their initiation ceremony is believed to have included spitting on the cross, but Frale said they justified this as a ritual of obedience in preparation for possible capture by Muslims. They were also said to have practised sodomy.

"Simply put, the pope recognised that they were not heretics but guilty of many other minor crimes -- such as abuses, violence and sinful acts within the order," she said. "But that is not the same as heresy."

Despite his conviction that the Templars were not guilty of heresy, in 1312 Pope Clement ordered the Templars disbanded for what Frale called "the good of the Church" following his repeated clashes with the French king.

Frale depicted the trials against the Templars between 1307 and 1312 as a battle of political wills between Clement and Philip, and said the document means Clement's position has to be reappraised by historians.

"This will allow anyone to see what is actually in documents like these and deflate legends that are in vogue these days," she said.

Rosi Fontana, who has helped the Vatican coordinate the project, said: "The most incredible thing is that 700 years have passed and people are still fascinated by all of this."

"The precise reproduction of the parchments will allow scholars to study them, touch them, admire them as if they were dealing with the real thing," Fontana said.

"But even better, it means the originals will not deteriorate as fast as they would if they were constantly being viewed," she said.

Most women have had the mysterious experience of being turned on by a partner’s smell. A friend of mine once told me her ex-boyfriend’s scent made her feel “safe and drawn to him,” and that his smell was so distinct and attractive that even after a sweaty workout, she found him appealing. “The more exercise, the better.”

Though personality and looks definitely play a part in initial attraction, smell may play a larger role than we suspect. That inexplicable “chemistry” you feel with someone who may not fit your normal dating profile? It could be a subconscious scent drawing you to him or her.

Studies have found that how a person smells gives us clues to their genetic make-up, and thus, their potential to be a compatible mate. On a subconscious level, decoding a scent gives us a powerful tool to ensure our kids will be healthy, and our orgasms will be plentiful.

The first study to indicate that chemical signals play a role in attraction was conducted by Claud Wedekind over a decade ago. Forty-four men wore the same T-shirt for three days. They refrained from deodorants and scented soaps so they wouldn’t interfere with their natural smell. Women then sniffed the shirts and indicated which ones smelled the best to them. By comparing the DNA of the women and men, the researchers found that women didn’t just choose their favorite scent randomly. They preferred the scent of man whose major histocompatibility complex (MHC)—a series of genes involved in our immune system—was most different from their own.

Researchers knew to look at the MHC because of its importance in animal’s sexual preferences. In mice, it has long been known that MHC not only helps ward off infection, but it also plays a role in scent and mate selection.

From an evolutionary perspective, choosing a mate with a different immune system makes survival sense. Kids of parents with different immune genes are more likely to be disease-resistant and are therefore more likely to survive. The women in this study also reported liking the scents that reminded them of their current or previous boyfriends, showing that MHC attraction is consistent. And because MHC profiles differ greatly from one person to the next, there is no universally “good” smell. One woman’s Romeo was another woman’s raunchy.

BRASÍLIA - A Receita Federal do Brasil inicia hoje ação de fiscalização para identificar pessoas físicas que omitiram rendimentos nas declarações de Imposto de Renda dos últimos anos. O secretário-adjunto da Receita Federal, Paulo Ricardo Souza, disse hoje que serão objeto da ação de fiscalização 37 mil contribuintes.

Desse total, 2.634 receberão já na próxima semana um termo de início de fiscalização. Ele explicou que esses contribuintes são aqueles com valores mais altos de imposto a pagar. Souza disse que a Receita espera recuperar R$ 1 bilhão em créditos tributários com os 2.634 contribuintes.

Retificação

Segundo Souza, as pessoas que quiserem corrigir alguma inconsistência nas declarações de Imposto de Renda dos últimos cinco anos podem fazer uma declaração retificadora até o recebimento da notificação da Receita Federal. Depois disso, informou, o contribuinte "perde a espontaneidade para corrigir a declaração".

A pessoa que cair na ação de fiscalização, além do Imposto de Renda devido, terá que pagar juros (taxa Selic) retroativos ao ano da declaração e multa de 75% ou de 150% sobre o imposto devido.

Divergências

A Receita identificou mais de 30 mil pessoas que, segundo o órgão, apresentaram divergências em suas declarações do Imposto de Renda. Algumas das mais comuns são:

- gastos com cartão de crédito superior aos rendimentos declarados

- rendimentos tributáveis declarados como recebidos de pessoa física em valores inferiores aos declarados por terceiros como, por exemplo, pagamentos a profissionais liberais

- informações referentes a lucros e dividendos em valores superiores aos informados pelas empresas na Declaração de Informações Econômico-fiscais da Pessoa Jurídica (DIPJ)

- informações referentes a valores relevantes sujeitos à tributação exclusiva/definitiva e que excedem os rendimentos declarados em Dirf (Declaração do Imposto de Renda Retido na Fonte) em nome do titular e de seus dependentes;

- informações relativas à receita bruta da atividade rural em valores inferiores aos informados por empresas na DIPJ a título de compras.

A Receita identificou, ainda, cerca de 7 mil pessoas que nem mesmo entregaram a declaração do IR, mas que têm, por exemplo, elevada movimentação financeira, rendimentos recebidos de aluguel declarados na Dimob (Declaração de Informações sobre Atividades Imobiliárias) ou foram beneficiários de rendimentos de ações da justiça federal declarados na Dirf.

Estratégia

Segundo a Receita, o órgão inicia hoje a Estratégia Nacional de Fiscalização – Enaf/2008. O objetivo, diz o órgão, é dar maior efetividade ao combate à sonegação de tributos federais em todo o país.

A ação consiste no direcionamento de esforços da fiscalização de maneira integrada e simultânea, com a participação de todas unidades da Receita Federal. Serão investigados contribuintes previamente identificados que apresentem claros indícios de evasão tributária.

A Enaf/2008 será composta por diversos programas de fiscalização, realizados em vários segmentos ao longo do ano, diz a Receita. Os contribuintes selecionados foram identificados a partir de critérios definidos, baseados em parâmetros técnicos, obedecidos aos princípios da impessoalidade e objetividade, com uso de sistemas específicos de cruzamento de informações e análise de índices setoriais, segundo o órgão.
